Reasons 1

It is established planning policy, at both national and local level, that new development should be permitted outside established settlements in exceptional circumstances only. These circumstances normally relate to an agricultural need. The application site is located in the countryside and despite the information submitted with the application, there are no exceptional circumstances which justify over-riding the normal planning policies relating to remote dwellings in unsustainable locations. The proposed positions of the new agricultural livestock buildings, on the boundary of the application site allows little scope for screening landscaping and would be detrimental to the rural and undeveloped character and appearance of the landscape. Insufficient information has been submitted to demonstrate that their use would not cause a significant loss of amenity to the existing unrelated dwelling at the site. The proposed development would therefore conflict with the relevant provisions of the National Planning Policy Framework, Policies ST/1, CT/1, CT/2, EV/1, EV/39, H/16 and EV/20 of the Borough of Charnwood Local Plan and the emerging Borough of Charnwood Core Strategy which promote sustainable development and seek to protect the rural character and appearance of the countryside and protect the amenities of existing residential occupiers.
