The structure dominates the rear elevation and uses materials and construction which do not enhance the strong character of the building, and appears as a crude addition which obscures features of interest. The hard, strong lines of the structure are at odds with the soft vernacular character of the property and its form and scale dominate what remains a significant elevation. The design and form of the proposal therefore causes harm to the significance of the listed building. This harm is considered to be less than substantial and there are no public benefits arising from the scheme which would outweigh it as required by Paragraph 134 of the National Planning Policy Framework. The scheme therefore fails the test for sustainable development as set out in the National Planning Policy Framework and is contrary to Policy CS14 of the emerging Borough of Charnwood Core Strategy 2006-2028.
