Reasons 1

1. The proposed access serving the site would have a detrimental impact on the amenities of No. 170 and No.172 Colby Drive due to the narrow width of the access and its close proximity to the neighbouring dwellings leading to noise disturbance, over dominance and loss of privacy. Policy H/16 ensures the design and layout of new development takes account of the effect on neighbouring properties. Furthermore, Supplementary Planning Guidance: Backland and Tandem Development sets out minimum space standards to protect the amenity of neighbouring properties. It is the opinion of the local planning authority that the proposal would be contrary to the provisions of the adopted Borough of Charnwood Local Plan and its associated Supplementary Planning Guidance.
