The proposed replacement of seven vertical sliding sash windows with double glazed units would fail to preserve or enhance the listed building by virtue of the change in aesthetic and character of the glazing and the loss of historic fabric. This cumulative impact of the development is considered to constitute substantial harm to the significance of the heritage asset. The limited public benefits provided by the proposal are not judged to be exceptional and consequently do not satisfactorily outweigh the harm to the heritage asset, therefore failing to meet the test for sustainable development as set out in paragraph 133 of the National Planning Policy Framework. It would also be contrary to Policy EV/1 of the Charnwood Local Plan (1991-2006) and Policy CS14 of the emerging Charnwood Local Plan 2006-2028 Core Strategy which requires development proposals to protect heritage assets and their setting.
