No justification has been provided to demonstrate why the loss of approximately 15ha of grade 3a agricultural land is necessary. The loss of a significant amount of Best and Most Versatile land is thereby contrary to paragraph 112 of the National Planning Policy Framework. The proposal is also contrary to the Charnwood Local Plan Core Strategy policy CS16- Sustainable Construction and Energy by virtue of a failure to protect this natural environment resource. The harm to the natural environment causes significant and demonstrable harm which outweighs the benefits of providing this low carbon energy proposal. The proposal is thereby concluded to be unsustainable development contrary to paragraph 7 of the National Planning Policy Framework.
