Insufficient information has been submitted to satisfactorily demonstrate that capacity exists to adequately deal with surface water drainage from the site without requiring third party land outside of the application site boundary or resulting in flooding elsewhere, contrary to the guidance contained in the National Planning Policy Framework paragraph 100 and Policy EV/30 of the adopted Charnwood Local Plan.


Reasons 1

Whilst it is acknowledged that the Council is not currently able to demonstrate the availability a deliverable five year supply of housing land and that there is a presumption in favour of sustainable development, the cumulative detrimental impact of the development does not outweigh the benefit secured by the additional supply of housing land and the development is considered to be unsustainable. The cumulative detrimental impacts of these proposals on a site which lies outside of the limits to development of Barrow upon Soar as defined in the Charnwood Local Plan are considered to be, the adverse visual impact of the development on the open countryside, the remoteness of the site from local services and facilities, lack of good access to existing public transport systems which would help to reduce car use and the cumulative impact that the additional traffic generated by this development would have on the surrounding highway network. Taken together, the proposal would cause cumulative impacts that would significantly and demonstrably outweigh the benefit of the development meeting the Borough’s housing supply shortfall. The proposal is therefore contrary to the aims of paragraphs 6, 7, 14, 17 and 34 of the National Planning Policy Framework and does not constitute sustainable development. The proposal is also contrary to policy CS1 of the Charnwood Local Plan Core Strategy 2006 - 2028, and policies ST/1, ST/2, EV/1, EV/22, CT/1, CT/2 and TR/6 of the Borough of Charnwood Local Plan 2004, with weight being given to such policies according to their consistency with the National Planning Policy Framework.
