It it is the opinion of the local planning authority that the proposal represents an overdevelopment of the land, in that the building would almost fill the lower portion of the site, and afford little opportunity for mitigating landscaping. The proposal would therefore be visually incongruous in its immediate context. The associated car parking is prominently sited, insufficient in quantity and specification and these combined factors may lead to indiscriminate car parking on the access road, contary to visual amenity and highway safety. In addition, the position of the building in relation to the intended access would result in restricted visibility onto the highway to the detriment of highway safety. The development is therefore considered to be contrary to Policies EV/1, EV/20 and TR/6 of the Borough of Charnwood Local Plan and the relevant provisions of the National Planning Policy Framework which seek to promote high standards of design in new development.
