Reasons 1

The dwelling is located outside any limits to development and in the countryside where local and national planning policies indicate that new development will be strictly controlled to that which is essential for the operation of bona fide rural activities, most often, but not exclusively, associated with agriculture. The proposal represents a substantial extension to an existing dwelling which has already been extended, and, due to its design, internal layout, and also because of the stated intentions of the applicant, the local planning authority also considers that the proposal would result in what would be tantamount to an additional dwelling in the countryside. The extension, by reason of its length when added to the existing single story extension and the repetition of its form and domestic detail would be detrimental to the setting of the existing group of rural buildings and the character and appearance of the countryside. The local planning authority is of the view that the establishment of a further dwelling at the site, in an essentially unsustainable location, would be unwarranted, based on the evidence before it. As such, the the proposal would be contrary to the intentions of saved policies ST/1/ ST/2, CT/1, EV/1 and H/17 of the Borough of Charnwood Local Plan, aspects of national planning guidance in PPS/7 and the Borough Council's adopted Supplementary Planning Guidance on House Extensions. These seek to restrict new development in the countryside, unless it is especially justified, to protect its intrinsic character and appearance, and to ensure that extensions to dwellings are compatible in scale and mass with the original dwelling house and do not form intrusive or incongruous features, to the detriment of visual amenity.
