The proposed garage would, by reason of its location outside the residential curtilage of 39 Old Personage Lane and domestic purposes, appear as a prominent and intrusive development in the streetscene and countryside which would be detrimental to the character and appearance of the Conservation Area and the rural landscape. The proposal would, therefore, be contrary to the intentions of national policies set out in PPS5 Planning for the Historic Environment and saved Policies CT/1, H/17 and EV/1 of the Borough of Charnwood Local Plan.
