Reasons 1

The dwelling is sited within the designated Swithland Conservation Area. Planning Policy Statement 5: Planning for the Historic Environment advises that development within conservation areas is required to make a positive contribution to enhance the character, appearance and local distinctiveness of such areas. It is considered that, by reason of the mass, scale, height and form of the proposed 2.5 storey extension would substantially change the scale and character of the dwelling to the extent that the extension would appear overly dominant to the dwelling itself and within the streetscene to the detriment of the character and appearance of the area. The proposed extension is not subordinate in scale and design to the existing dwelling and thereby fails to be compatible with the original dwelling. As such, the extension would not enhance the appearance of the dwelling or make a positive contribution to the character of this part of the conservation area. The proposal is, therefore, contrary to national policy expressed in Planning Policy Statement 5, saved Policies H/17 and EV/1 of the Borough of Charnwood Local Plan (adopted 12th January 2004) and to the Council’s adopted Supplementary Planning Guidance on House Extensions.
