The proposed development would fail to preserve and enhance the character and appearance of the heritage asset known as the Hoton Conservation Area by virtue of the inappropriate design of the buildings, including fenestration detailing and lack of reveals, domestic appearance of the two storey elements of the proposal, the gable detailing on the south west elevation, estate type fencing on the Old Parsonage Lane boundary, and less appropriate style of eaves and verge detailing and/or eaves overhang. The proposed development is thereby contrary to policy EV/1 of the Borough of Charnwood Local Plan 2004, guidance within PPS 1, Delivering Sustainable Development and PPS 5, Planning for the Historic Environment.

No assessment at the time of writing has been made of the heritage significance of the site in relation to identified and known archaeologist interests. This lack of information means that a full and proper assessment of the significance of the archaeological record cannot take place. The proposal is thereby contrary to policies contained within PPS 5 Planning for the Historic Environment and in the associated Historic Environment Planning Practice Guide.
