Reasons 1

The proposal would result in reopening of a former narrow domestic access on to a Class 1 Road (A6), to the detriment of highway safety. The traffic turning into and out of the access would be a source of danger to highway users and would be likely to cause increased congestion on this already busy highway. There is no indication that the access would be used only as an ingress or exit and the planning authority considers it would be impractical to impose controls over this. As such, the access would lack adequate width and visibility. For these reasons the development would be contrary to the intentions of Policy TR/6 of the Borough of Charnwood Local plan 2004


Reasons 2

The proposal would result in conflict between the current use of the car parking and storage area by Selecta Tyre Centre and Home Furnishings by removing areas of car parking and storage used in connection with these units which are adjacent. Notwithstanding information supplied with the application, the removal of the use of this car parking area, with no specific provision for its replacement encompassed within the application, would be likely to result in a loss of car parking for customers and staff which could result in the use of on street spaces, and may result in the potential for conflict with the normal flow of traffic using Barrow Street to the detriment of highway safety, and contrary to policy TR/6 of the Borough of Charnwood Local Plan 2004.
