It is the opinion of the local planning authority that the wooden fencing at first floor level, by reason of its design, appearance and location would appear incongruous in the street scene and detract from the character and appearance of the Quorndon Conservation Area. Accordingly the development is contrary to saved policy EV/1 of the Borough of Charnwood Local Plan and Planning Policy Guidance 15, Planning and the Historic Environment.
