The proposed change of use would result in an intensification of the use of a substandard access onto the very busy class 1, Leicester Road. The proposal would result in vehicles slowing down, stopping and making turns into the site across traffic which would impede the free flow of traffic on the road to the detriment of highway safety. There are also no controls with regard to potentially using the access onto Leicester Road as an egress from the site which would be unnaceptable due its inadequate access width and visibility splays. The proposal would thereby be contrary to policy TR/6 of the Borough of Charnwood Local Plan 2004.

The proposal would result in conflict between the current users of the car parking and storage area by Selecta Tyre Centre by removing areas of car parking and storage used in connection with this units use of the site. The removal of the use of this car parking area would be likely to result in a knock on effect of a loss of car parking for customers and staff which would be likely to result in the demand for on street spaces, and may result in the potential for conflict with the normal flow of traffic using Barrow Street to the detriment of highway safety, contrary to policy TR/6 of the Borough of Charnwood Local Plan 2004.
