The dwelling is sited within a row of terraced properties within the designated Mountsorrel Conservation Area. Saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004) and the provisions of PPG15, Planning and the Historic Environment, requires new development within conservation areas to preserve or enhance their special character or appearance and, in particular, design, roofscape and appearance to respect the character of the surrounding area and make a positive contribution to that character. It is the opinion of the local planning authority that the proposed rear dormer extension by reason of its design, scale, size, materials and flat-roof construction would be damaging to the appearance of the dwelling itself and, thereby, to the character and appearance of the Conservation Area in this locality. The proposal is, therefore, contrary to Policies EV/10 and H/17 of the adopted development plan and the Council's adopted Supplementary Planning Guidance on House Extensions.
