The local planning authority considers that, by reason of the siting of the proposed extension close to the front elevation of 14 Swallow Drive, its two-storey scale would be detrimental to the amenities of occupiers as a result of over-dominance. For this reason, the proposal is contrary to the intentions of Policy H/17 of the Borough of Charnwood Local Plan, which seeks to ensure high standards of design, to secure attractive development and to safeguard and enhance the existing environment. It is also in conflict with the advice given in the Borough Council's adopted Supplementary Planning Document, Leading in Design, which specifies a recommended minimum distance of 12.5 metres between gable elevations and dwellings with facing main habitable room windows.
