Reasons 1

The local planning authority is of the opinion that the siting and massing of the dwellings, their cramped positioning in relation to each other and to the boundaries of the site and the loss of important trees would result in significant detriment to the setting of the edge the village and to the character and appearance of the countryside. As such, the proposal is contrary to the intentions of saved policies EV/1 and EV/20 of the adopted Borough of Charnwood Local Plan and the guidance contained in the Council's adopted Supplementary Planning Document, Leading in Design and its adopted Supplementary Planning Guidance on Backland and Tandem Development. It would also be contrary to relevant aspects of national planning guidance in PPS1 and PPS3


Reasons 2

The proposed provision of at least 14 usable car parking spaces for the three dwellings would result in an over-provision of spaces at the site contrary to policy TR/18 of the Borough of Charnwood Local Plan 2004, and the general aims and guidance contained in PPG 13 Transport. It would also be contrary to the County Council's adopted Highway Design Guidance and to Policy 47 of the Regional Spatial Strategy for the East Midlands, which indicate that parking should not be allowed above maximum standards, unless there are specific exceptional circumstances. It is not considered that there are exceptional circumstances in this instance.
