Reasons 1

The local planning authority considers that, as the proposed building would be sited on the boundary with the residential property at 26 Wharncliffe Road, be significantly higher than the existing buildings situated on that boundary and would include windows on the facing wall, it would have an unreasonably over-dominant and over-shadowing impact, giving rise to the loss of light, outlook and privacy at the rear of that dwelling, to the detriment of the residential amenity of its occupiers. The proposal would be, therefore, contrary to the provisions of saved Policies EV/1(vii) and (vii), H/16 (ii) and H/17 (iii) of the adopted Borough of Charnwood Local Plan and the Council's adopted Supplementary Planning Guidance on House Extensions and Backland and Tandem Development, aspects of both of which are relevant to this situation.
