The building is situated within the designated Rearsby Conservation Area. Planning Policy Guidance 15: Planning and the Historic Environment advises that development within conservation areas is required to preserve or enhance the character or appearance of such areas. It is considered that the scale, design and mass of the proposed extension prominently located on the front of the former Methodist chapel would appear out of proportion and character with the building itself and its surroundings. The proposal is, therefore, contrary to national policy, as expressed in PPG 15 (para. 2.12), and saved Policy EV/1 of the Borough of Charnwood Local Plan (adopted 12th January 2004).
