The proposed change of use of the premises to allow for the consumption of food off the premises, would be likely to encourage significant numbers of vehicles to park within the highway in front of and nearby the premises at a very busy junction. This would result in a serious detriment to highway safety by virtue of impeding the free flow of traffic and affecting pedestrian and cyclist safety. The proposal would thereby be contrary to saved Policy TR/6 of the Borough of Charnwood Local Plan 2004 and Accessibility and Transport Policy 1 of the Leicester, Leicestershire and Rutland Structure Plan 2005.
