Reasons 1

The proposed access drive would be close to and fail to screen 54 and 56 Iveshead Road from noise and disturbance by vehicles and people accessing and egressing the site, contrary to the provisions of the Council's adopted Supplementary Planning Guidance, 'Backland and Tandem Development'. The proposal is, therefore, contrary to saved Policy H/16 (ii) of the Borough of Charnwood Local Plan (adopted 12th January 2004) which specifically seeks to limit the impact of excessive traffic movement on and disturbance of neighbouring occupiers.


Reasons 2

By reason of its scale, height and location, the proposal would be detrimental to the character of the adjacent Area of Particularly Attractive Countryside and the form of this edge of the settlement, being unduly prominent in proximity to, and when viewed from, the open countryside. The local planning authority therefore considers it to be contrary to Policy EV/1 (i) of the Local Plan.


Reasons 3

The proposal would fail to develop the land at the national minimum indicative density of 30 dwellings per hectare and, therefore, constitutes an inefficient use of land and, also, prejudice the comprehensive development of a larger site. As such, it would be contrary to the Government's Planning Policy Statement 3 and Policy H/16(xii) of the Borough of Charnwood Local Plan.


Reasons 4

The proposed access drive has insufficient width to provide access for service and, particularly, emergency vehicles and, due to its excessive length, could have serious safety implications in the event of an emergency.
