The planning authority considers that the design and size of the residential annex would be incompatible and out of character with that of adjacent dwellings and the well landscaped rural character of the locality to the extent that it would be incongruous and detrimental to visual amenity. The rural character of the track is a strong unifying element in the immediate locality and the large annex proposed would over-dominate the setting of the dwellings on the neighbouring plots and would be unduly conspicuous in the street scene. For this reason the proposal would be contrary to Policies H/15 and H/17 of the Borough of Charnwood Local Plan, which seeks to ensure that residental annexes and extension are compatible with the site and their surroundings.
