The local planning authority considers that, due to its siting, scale and likely intensity of use, the proposed development would be likely to be detrimental to the amenities of the neighbouring dwellings, due to an increase in noise and disturbance without the possibility of the attenuation normally afforded by walls and substantial roofing. For this reason the proposal would be contrary to the intentions of Policy H/18 of the Borough of Charnwood Local Plan, which seeks to ensure development in Primarily Residential Areas, as designated in the local plan, does not prove detrimental to the amenities of occupiers of nearby properties. Note to applicant: The proposal involves an attachment to a listed building which would need to be the subject of an application for listed building consent, as already advised. The current application has been determined on its planning merits. Any application for listed building consent would be considered in the context of the architectural and historic interest and setting of the listed building for which clarification of detail and justification would be necessary via a Design Statement. The Design and Access Statement submitted with this planning application does not address the listed building issue.

The proposal address is a Grade II Listed Building. In order to make a sound and comprehensive decision details must be submitted illustrating the relationship between the proposal development and the Listed Building. In the absence of such information, the local planning authority is of the opinion that the application for the proposed development is unsatisfactory. In this respect, Policies EV/4 and EV/10 of the Borough of Charnwood Local Plan (adopted 12th January 2004) can not be considered in reaching a decision on this application.
