Reasons 1

The proposed residential unit, by reason of its scale and siting close to the boundaries shared with 36 Barkby Thorpe Lane and 1 Highway Road would result in an overdevelopment of the site that would also, in terms of overlooking, noise and disturbance, adversely affect the amenities currently experienced by the occupiers of these dwellings. The development is, therefore, contrary to Policy H/16 of the adopted Borough of Charnwood Local Plan and the Council's adopted Supplementary Planning Guidance on Backland and Tandem Development and the space standards of the Council's adopted Supplementary Planning Document - Leading in Design.


Reasons 2

The application does not demonstrate that there is adequate off-street car parking for the proposal. The property provides two practical off-street car parking spaces clear of the footpath and it is likely, therefore, that additional car parking would take place within the public highway, including overhanging the footpath. Given that the site is opposite a bus stop and in close proximity to a busy road junction, it is the opinion of the local planning authority that the proposal would result in the unsatisfactory operation of the highway system in the locality to the detriment of highway users and contrary to Policy TR/6 of the adopted Borough of Charnwood Local Plan, which seeks to maintain the safe operation of the highway system.
