The proposal would result in the intensification of the use of an existing substandard access on to Loughborough Road which would create additional dangers for highway users, particularly pedestrians. This would be detrimental to highway safety and accordingly fail to meet the provisions of Policy TR/6 of the Borough of Charnwood Local Plan.

The application fails to demonstrate how parking and servicing would be dealt with within the application site and could accordingly result in an increased demand for on-street parking which would be detrimental to highway safety and accordingly would be contrary to Policy TR/18 of the Borough of Charnwood Local Plan.
