Reasons 1

It is the opinion of the local planning authority that the proposed extension, by reason of its size, siting, and position of first floor windows, would have an unaccepable impact on the adjoining dwelling and its garden at No. 46 Rempstone Road through overdominance, overshadowing and loss of light and privacy, which would be seriously detrimental to the residential amenities of the occupiers of that properties. For this reason, the proposal would be contrary to the intentions of Policies H/17 and CT/16 of the adopted Borough of Charnwood Local Plan. These seek to ensure that extensions to dwellings are not detrimental in terms of overshadowing or overdominance of adjacent property. In these terms, the proposal is also in conflict with the advice given on the location of extensions in the Borough Council's adopted Supplementary Planning Guidance on House Extensions.


Reasons 2

Furthermore, it is the opinion of the local planning authority that the extension, by virtue of its size, design and proposed materials, would be out of character with the modest scale, design and appearance of the present dwelling and adjacent buildings and, by reason of its location, it would appear incongruous in the rural scene on the edge of the village. For this reason, it would also detract from the character and appearance of the Hoton Conservation Area. As such, it would be contrary to the statutory requirements of the Planning (Listed Buildings and Conservation Areas) Act 1990, and to the provisions of Environment Policy 1 of the Leicestershire Structure Plan and Policies EV/10 and CT/16 of the adopted Borough of Charnwood Local Plan.
