Reasons 1

Strategy Policy 10 of the Leicestershire, Leicester and Rutland Structure Plan promotes good design in new development and encourages comprehensive landscaping on a scale appropriate to the to the scale and impact of the development. Policy EV/1 of the Borough of Charnwood Local Plan states that the Council will ensure a high standard of design in all new developments and Policy EV/20 states that planning permission for new development will be granted where a high standard of appropriate landscaping is provided. The Council has an adoped Supplementary Planning Document - "Leading in Design" that provides guidance on achieving a high standard of design in new development. The proposed car wash building will require the removal of trees and landscaping. In addition, the proposed development would prevent the implementation of the approved landscaping scheme shown on drawing no 2004-396/600/01 Rev A, submitted to discharge condition 3 attached to planning permission ref: P/05/0161/2 for the extension of the store car park. The proposed car wash building is bland and industrial in appearance. It will be located in a prominent location which currently acts as a landscaped buffer between the car park and the main access road. The design of the development is poor and it will appear stark and visually intrusive. A comprehensive landcaping scheme has been undertaken to soften the harsh visual impact of the retail store and the extensive car parking areas. The proposed additional building and access roads, combined with the loss of landscaping, which includes 13 plane trees and 5 lime trees, will result in a less attractive environment and be harmful to the visual amenity of the area. Accordingly, the development is contrary to Strategy Policy 10 of the Structure Plan, Policies EV/1 and EV/20 of the Borough of Charnwood Local Plan and to the Council's Supplementary Planning Document - "Leading in Design".
