The site is subject to the provisions of Policy E/8 of the Borough of Charnwood Local Plan which seeks to protect employment land and buildings from alternative forms of development unless specified criteria are met. No case has been made for over-riding the provisions of this policy. In particular, it is not considered that any environmental benefits would be significant, that there would be any over-riding specific benefits to the local community or that the buildings, and particularly the land, are unfit for employment use. In addition, no case has been made, and no evidence is otherwise avaialble, that, as a result of this development, there would be no under-provision of employment land, especially in terms of the Borough's area as a whole, as required by this policy. In these terms, the proposal is also in conflict with the terms of Employment Policy 5 of the Leicestershire Leicester and Rutland Structure Plan 1996 - 2016.
