It is the opinion of the local planning authority that the proposed development is in conflict with the main criteria (ii) and (v) of Policy H/20 of the Borough of Charnwood Local Plan, relating specifically to The Ridgeway Area of special character of Rothley, in that, due to the inevitable small plot sizes (taking account of the protected group of trees at the western end of the site and the individual trees within the site that would be required to remain) in contrast with others on this part of Swithland Lane, the siting and layout of the dwellings would be likely to give rise to a cramped form of development which would be out of keeping with and harmful to the unique and spacious character of this part of The Ridgeway Area of Rothley.

The proposed development is likely to result in a significant increase in traffic using the existing access. This access is located on the outside of a bend in Swithland Lane and as such forward visibility for vehicles turning right into the site is restricted. The access also lacks adequate width to allow two vehicles to pass and could lead to vehicles waiting within the highway impeding the flow of traffic on Swithland Lane and further compromising highway safety. It is therefore considered that the proposed development would be contrary to the intentions of Policy TR/6 of the Borough of Charnwood Local Plan.
