Reasons 1
The local planning authority is of the opinion that the erection of a dwelling within the rear garden of 24 Walker Road would result in an over-development of the site leading to poor standards of amenity for the occupiers of both the proposed and existing dwellings. The result would be a cramped and incongruous form of development with an overbearing setting for each dwelling, with minimal private amenity space for the existing dwelling in particular, which is a substantial two-storey dwelling house. The proposal is therefore considered to be contrary to Policies EV/1 and H/16 of the Borough of Charnwood Local Plan (adopted 12th January 2004) and the Council's Supplementary Planning Guidance on Backland and Tandem Development.

The development of the site would involve the demolition of the existing garage to No. 24 Walker Road, which presently provides off-street parking facilities to the dwelling. The submitted plan does not show alternative off-street parking facilities and, therefore the development would result in additional demand for on-street car parking contrary to the provisions of Policy TR/18 of the Borough of Charnwood Local Plan.
