Reasons 1

The local planning authority considers that, by reason of the prominent forward location of the site of the proposed building, it is important that any new building either preserves or enhances the character and appearance of the conservation area; as required by statute. The appearance of the building, with a substantial forward projecting gable dominated by a large and incongruous garage door, fails to achieve that objective and would, in fact, be harmful to the character and appearance of the street scene. In addition, no information has been provided for the design and materials of any of the garage doors. It is the opinion of the local planning authority, therefore, that the proposed development is in conflict with Policies EV/1, EV/10 and H/17 of the Borough of Charnwood Local Plan.


Reasons 2

Furthermore, the creation of the new access point onto Green Lane with a driveway through a designated open space of special character would further erode the pleasant rural nature of the village street scene in this area and cause harm to the character and appearance of the conservation area. This would be contrary to Policies EV/18 and EV/10 of the Borough of Charnwood Local Plan.


Reasons 3

The proposal would result in an unwarranted new access point onto, and additional traffic using, Green Lane which is of unsuitable design and width to cater for increased traffic. This is contrary to Policy TR/17 of the Borough of Charnwood Adopted Local Plan.
