The proposal is for major development, where contributions and/or off site works are required for flood alleviation, education provision, Adult & Youth recreation, public art, affordable housing, maintenance of open space, provision of play equipment and traffic calming. The application makes no provision for any such contributions to be made, thus leaving a deficiency of provision in the locality and would thereby be contrary to Strategy Policy 3, and policies H1(d), RT/3, RT/4, H/3, EV/36 and TR/8 of the Deposit Draft Borough of Charnwood Local Plan.

The Environment Agency considers that surface water run off from the site may have the potential for flooding downstream in recipient watercourses. No provision has been made in the application for any investigation of potential impact or any mitigation measures. The proposal would thereby be contrary to policy EV/36 of the Deposit Draft Borough of Charnwood Local Plan and the advice in PPG 25.

The site is located within the historic core of the village where the potential exists for historical remains to be located. No archaeological evaluation or investigation has been carried out, thus resulting in the potential loss of important archaeological remains, contrary to the intentions of the Deposit Draft Borough of Charnwood Local Plan and the advice in PPG 16.

The application is not accompanied by any assessment of the site and its surroundings or a subsequent design statement/brief, contrary to the advice in PPG 1. The development of the site could thereby have a detrimental impact on the character and appearance of the village, contrary to policy H/14 of the Deposit Draft Borough of Charnwood Local Plan.
