Reasons 1

It is the opinion of the local planning authority that the proposal to provide three shop units, three flats and one dwellinghouse, would be likely to result in a cramped form of development, resulting in poor living environment standards for future occupiers of these residential units by reason of the lack of open amenity space, which would be detrimental to residential amenity. The proposal would, therefore, be contrary to the intentions of Policy H/11 of the Deposit Draft Borough of Charnwood Local Plan.


Reasons 2

The site has no off-street car parking facilities and therefore would be likely to result in additional on-street parking in an area where such parking is already limited for existing local users. The proposal would, therefore, be detrimental to the amenity of local residents and highway safety and contrary to the intentions of Transport Policy 6 of the Leicestershire Structure Plan and Policies TR/21 and H/12 of the Deposit Draft Borough of Charnwood Local Plan, as well as the parking standards set out in Part 4 of the Leicestershire County Council's adopted Highway Requirements for New Development.


Reasons 3

It is the opinion of the local planning authority that the proposed rear dormer, by reason of its scale, design and location, would be an incongruous and unduly prominent feature in the street scene, which would be detrimental to the visual amenity of the area. The proposal would, therefore, be contrary to the intentions of Policy ENV/15 of the adopted Loughborough Local Plan, which seeks to ensure a high standard of design, to secure attractive development and to safeguard and enhance the existing environment, and of Policy EV/A of the Deposit Draft Borough of Charnwood Local Plan which requires that the design of new development is of a high standard which respects and enhances the locality.
