The proposed two storey extension, by reason of its height, size, location and design, would have an unacceptable impact on the adjacent dwelling and its garden at No. 13 Welland Road through loss of light, overshadowing, dominance and loss of privacy, which would be seriously detrimental to residential amenity. The proposal would, therefore, be contrary to Policy H/15 of the Deposit Draft Borough of Charnwood Borough Council and the Borough Council's Supplementary Planning Guidance on House Extensions.

The local planning authority has been mindful of the reported personal needs of the applicant for the proposed extension. Whilst, in exceptional cases, the personal circumstances of an occupier may be material to the consideration of a planning application, it is not considered, in this case, that they justify the granting of planning permission, having regard to the unduly harmful impact the proposed extension would have on the neighbouring property and the permanent nature of the proposed works.
