The proposed dwellings would be sited close to the western boundary of the site which forms the rear boundary of Nos. 4-12 Breachfield Road. This arrangement would result in a significant loss of privacy for the occupiers of those properties and would be detrimental to residential amenity. The Borough Council has adopted Supplementary Planning Guidance on 'Backland and Tandem Development' which advises that there should be a minimum distance of 15 metres from a principal elevation to any adjacent garden area. Notwithstanding the implications for new housing layouts of the Government's PPG3 on Housing, at distances of between 7 and 8 metres away, the proposed development is substantially in conflict with this guidance. The proposal is, therefore, contrary to the intentions of Policy H/14 of the Draft Deposit Borough of Charnwood Local Plan.
