The local planning authority is of the opinion that the formation of an additional access to the dwelling at 133 The Ridings would not be in the interests of highway safety as it would increase the number of access points and, therefore, add to the potential dangers created for highway users, including pedestrians. Research has demonstrated that the number of injury accidents increases with the number of junctions and accesses for a given length of road. The proposal would, if approved, set a precedent for additional points of access to be created to the detriment of highway safety. The creation of an additional access onto this Class C road to serve the dwelling is contrary to the Leicestershire County Council design standard "Highway Requirements For Development" and Policy TR/7 of the Deposit Draft Borough of Charnwood Local Plan. Furthermore, the proposed access in close proximity to a protected tree, if approved, would result in severe damage to the root system, which may result in the loss of the Lime tree to the detriment of the visual amenities of the area.
