The local planning authority is of the opinion that the open character of the courtyard is important to the historic character and setting of this group of listed buildings. The erection of the railings and the sub-division of the open space is detrimental to the character and appearance of this group of listed buildings thus contrary to policy EV/4 of the Deposit Draft Borough of Charnwood Local Plan.
